Empowering Municipal Planners to Use AI for Smarter, Faster, and More Inclusive Local Governance
This 2.5-day intensive training program is designed for municipal planning officers, LCCAP core teams, and development staff working in local governments. Participants will learn how to apply AI-powered large language models (LLMs) such as ChatGPT, Gemini, and NotebookLM to enhance the quality, speed, and inclusivity of municipal planning processes.
The course combines technical skill-building, real-world document application, and collaborative workshops aligned MILG guidebooks. It includes two online pre-sessions and four integrated LGU-focused workshops.
By the end of the course, participants will be able to:
Draft municipal plans and coach colleagues in using LLM tools for planning and documentation tasks
Apply AI tools to analyze local risks, identify PPAs, and generate plan content aligned with MILG/DILG guidelines
Develop and use customized prompt libraries to support planning, coordination, and communication in the LGU

This course integrates:
Bridging Leadership: to surface shared purpose, build ownership, and navigate the complexity of multi-actor planning processes
Adaptive Leadership: to confront tough challenges, manage loss, and mobilize people for collective action
Problem-Driven Iterative Adaptation (PDIA): to break large challenges into smaller, solvable pieces, work with local context, and build capability through cycles of learning and action
AI Prompt Engineering: to build custom workflows that turn raw LGU data into usable plans, reports, and communication tools
Delivery: Blended (Online + In-Person)
Duration: 2 online sessions (60 mins each) + 2.5-day in-person training
Mode: Hands-on, interactive, real-LGU document–based exercises
Tools Used: ChatGPT, NotebookLM, Gemini, Google Docs, Prompt Libraries
Use AI to summarize CLUP, CDP, or AIP sections
Draft Section 1–5 of the LCCAP using LLM prompts
Co-develop an AI-integrated LGU planning workflow
Create a 30-60-90 day action plan for AI adoption in local governance
Bring your LGU’s planning documents (CLUP, CDP, AIP, LCCAP, etc.)

Participants will receive a Certificate of Completion and access to a curated Prompt Library for LGU Planning.
